A bit of background about Moab is helpful in order to fully appreciate this passage (See this in Genesis 19:36–38; Deuteronomy 23:3–6). Apparently, Moab was praised by some nations (v.2). That was not going to happen anymore as the Lord had declared her downfall. Notice the reason the Lord was angry with Moab in v.7.

There are people who boast because of their success and riches in life and never consider that everything that a man has is from God. How often do you acknowledge and give thanks to God for what you possess? The anger of the Lord must have been so great that a curse would fall upon those who would not destroy Moab according to his command (v.10).

In addition to dealing with her pride, God wanted Moab to dissociate herself from Chemosh, her national idol. See how Moab was instrumental in leading the Israelites to go astray (Numbers 25:1–5). Moabite men were gifted in battle (v.14), the nation was famous and exalted (vv.16–17), but she did not have a place for God as the Lord Almighty.

Given the history of their ancestry, Moab was a particularly evil nation in the eyes of the Lord, hence, his harsh judgment. For further study: Read Psalm 106:28–31 and Hosea 9:10 to appreciate God’s anger against idolatry and adulterous relationship with him.
